Stand on the roof of any building in Djibouti City and look south. Twelve miles across the water, the coastline of Somalia begins. Turn west and you are looking at Eritrea across the Gulf of Tadjoura. Look east and the Gulf of Aden opens toward the Arabian Peninsula, toward Yemen, toward the strait that every container ship heading to or from the Suez Canal must pass through.

This is Djibouti’s inheritance. Not oil, not fertile land, not a large population. Geography.

President Ismail Omar Guelleh, who has governed since 1999, understood earlier than most that in the twenty-first century, location is leverage. When the United States needed a base for its African operations after September 11, Djibouti offered Camp Lemonnier. When China needed its first overseas military installation to protect Belt and Road investments, Djibouti provided the land. When France needed to maintain its post-colonial military presence in the region, Djibouti accommodated. Japan, Italy, and Germany have followed.

No other country on earth hosts military bases from so many competing great powers simultaneously. The arrangement requires constant diplomatic calibration — keeping Washington comfortable with Beijing’s presence, keeping Paris informed without becoming Paris’s instrument. Guelleh has managed this balancing act for over two decades with a skill that commands quiet respect even from those who criticize his domestic governance record.
